The Joint Commission (formerly known as JHACO) is an independent nonprofit that accredits and certifies healthcare organizations in the United States. The Joint Commission finds electronic SDS management acceptable and does not require or necessarily promote having paper copies.
Per The Joint Commission standard EC.02.02.01, having a complete inventory of Safety Data Sheets (SDS) is essential to a successful Hazard Communication (HAZCOM) Program and employee safety. Employers are to maintain an SDS for every hazardous chemical in the workplace. Chemical manufacturers and importers must prepare an SDS for each product containing hazardous chemicals. The manufacturer is also responsible for providing a copy of the SDS with each product. If one is not provided with the product, contact the manufacturer to obtain a copy. Employees must receive training on the location of the SDS, on each SDS applicable to their job, and on how to effectively use the SDS. Electronic SDS access systems that require internet access are acceptable as long as there are no barriers to immediate employee access in each workplace. However, a backup system is required if online access is not available. SDS backup systems may include but are not limited to, paper copies, CD or thumb-drive kept at a safe location, telephone, fax, or another accessible source. In some instances, local or state controlling authority criteria may be more strict than OSHA requirements. An SDS, primary or secondary source, must contain current information and be readily accessible.
Full compliance with the intent of the standards may only be assessed during an onsite survey.
